I think there should be a way to declare someone criminally insane and have him locked up in a psych hospital for life.

He’s not being spared the death penalty. He is just being declared incompetent to stand trial, which is not the same as “not guilty” by reason of insanity. He may still have to stand trial at some point, and face the death penalty, if they can get him on the right medications and the right treatment.

And there is 0% doubt that either of these men committed crimes. I think I'm ok with the death penalty in cases of 100% certainty. It's those cases where there is any possibility you have the wrong person, you shouldn't be able to sentence the death penalty.
