It might just be nachos. Does it have whole tortillas in it or does it have tortilla pieces (‘chips’) in it? Because if it’s the latter it’s nachos. But if it’s baked and there are layers of tortillas between layers of stuff (like a lasagna, but with tortilla instead of the pasta) then it’s an enchilada.

Shortly after I posted my comment I read this article that says that the intelligence that Pompeo is referring to might be pretty low-quality. But dismissing it as a conspiracy theory seems like a bad idea; seems a better idea to say it’s an idea that’s been tested and found to be unlikely at best.
