Mostly. I assume both Earth and Mars have surface-based missiles which could be fired at vessels in their orbit which could take ships out of the "sky". Those installations might need a surface invasion force to occupy.

It's really briefly mentioned in this ep that the Martian marines train at Earth normal gravity. Given the difference between Mars and Earth gravity it's similar to a Earther training at ~2.6G. They are ready to invade Earth, whereas someone living on Ceres is at ~1/36th the g of Earth.
