It’s not ground effect, it’s tyres! The wets pull up a huge amount of water and spray it backward. That’s one reason they try running these slow laps in the wet - having 80 wets tyres going over the track is the most effective way they have to dry it. But of course that makes for impossible visibility conditions...

In particular, it’s not just about grip levels - it’s also about sheer visibility. If you can’t see anything because of the spray off the car in front, it doesn’t matter how great a driver you are, you’re going to crash. We’ve all seen how that works in past!
