Our system relies heavily on norms and civility because it would be difficult to legislate nearly every unwritten rule in running government. The combination of Gingrich, Bush II, (to some extent, Obama) and Trump have eroded those norms. Now, the only question is: do the formal rules allow it or not?

Well, they need to get better at it and get better at counteracting talking points. IMO progressives have the better policy, but if they can’t figure out how to tell people why it’s better in a short, simple, way, they’re always going to be on their heels.
