The “main game” and the “main campaign” are NOT the same thing. The “main game” is Arkham Knight. Filler is used to make it look like there is more to the game than there actually is. That's exactly what those quests do. No different than the Spidey games.

I think they are programmed this way. Especially if Season is the first mode you hop into. Sundown was my angel on wheels for the first three weeks, and now all he does is self-score. Unless he’s a goalie, then he drives under the ball making no attempt to block it.
