Electronic voting machines still create a paper trail at the end of the day. Unfortunately, the printouts are rarely checked against the electronic tabulation. I believe this is what’s meant by “checking the paper ballots.” If no one bothers doing that, it’d be easy for a discrepency to slip through.

Computer voting machines usually also print a paper record when you vote. Additionally, there may be other digital records that are hard to tamper with. Hard to know because there’s no legal standards for voting machines :/
