An interesting NYC tidbit about "air rights;" Why do we have the distinctive "setback" or "cascading" forms of the famous Art Deco skyscrapers? Mostly because of the 1916 zoning law that required buildings to be built within an "envelope" that looked roughly like a pyramid:
