Naughty Dogs plan was never to make “Factions, but in TLOU 2". They were considerably more ambitious than that before Bungie was ever involved. Bungie was brought in as a reality check of someone who knows what getting in over your head with live service design looks like, and ND failed that reality check.

My main gripe about this specific stretch of the season is THEY WENT TO A BRAND NEW GALAXY. That should have been gigantically momentous.

The dude is through and through a children’s show writer, and has, for reasons, been given the keys to the kingdom. It’s never going to get better, sadly.

Filoni was fine with animated show dialogue (which was terrible in Clones Wars, but better in Rebels), but he really struggles with live action. I think his INTENT is good, but he should have brought in much better directors to sharpen up dialogue and the scenes in general, plus editing to make everything flow better.…

All NPCs now scale to your level. Enemy difficulty is no longer dependent on what area of Night City you’re in.
