A lure just makes one spawn every five minutes or so. It doesn't make anything show up in 'nearby', they just immediately appear next to you.

You really only have to look at it while you are actively throwing balls at a pokemon. Other than that you can just look at it to figure out where you want to go, then just hold the phone at your side while you walk. The phone will buzz/make a noise if a pokemon spawns.
