Good question, and I agree with you it’s a very vague term often confused with recluse (which implies a voluntary exile from the outside). Merriman Webster defines it (when used as a noun) as “a person who is confined to home, a room, or bed because of illness or incapacity”.

I appreciate your intent and your curiosity. Speaking as someone who is personally often shut-in, it is a term that is regarded by many in the disabled community as an outdated, ableist term. If someone insisted on using it, I would prefer person that is shut-in, rather than shut-in. Reduces us to a thing, you know?…
