Actually, they usually are. They have just a few maps (or, in some cases, just one), little to no options like gamemodes, customization, etc.

- There is a third person view option.

If they announce they are releasing it in a state that that know, pre-release, that it will need fixing, it’s unfinished. That’s what “unfinished” means.

The problem here is simple: Releasing a game in an unfinished state is misleading. It leads people to believe that the game is finished. Baffling, right?
