Infinite is the opposite of Portal in that sense. In bioshock's case, they kept most of the mechanics, but everything else is new. They created a whole new world for it. "Overhauled the whole game" is a fancy way of saying "removed bugs". If you took Borderlands, added new weapons and new levels to it, you'd have Borderlands 2. As I said, I love Borderlands 2 and I still play it, but I know I'm playing a glorified expansion pack.
