Do you know how many programs move and delete files? And if it’s just moving files that the mod itself installed, there’s even less reason to cry foul.
Also, in this scenario, there *is* no licensee. So unless the licensor asks him to stop, nobody complaining has any grounds to.

How does it “interfere” with the computer? The modder isn’t obligated to have their program function in exactly the way a given user wants it to, and all sorts of programs rely on detecting information that should be present on the machine.
He isn’t violating anything on the person’s computer.
You could just force close the game and remove the mod to get rid of the license loop.
There isn’t anything particularly malicious about it or destructive.
