Bea was a truly horrible mother and a huge part of the reason BoJack grew into such a sad, broken shell of a horse. It seems a little mean-spirited that he would have his “revenge” on her when she has dementia, but considering how she treated him as a child (and even into adulthood), I don’t really hold it against him…
