You could do “items across games” without NFTs pretty easily though. It would just be a pain for developers to implement items from other games in their game and there’s no good reason for them to do it (which doesn’t change when NFTs are added).

Bug triage has multiple facets to consider. In this case “# of people affected” was very low, so the devs decided to focus on bugs that were currently affecting lots of people. i.e, the issue was low urgency, but probably high priority due to its effects. Considering how many high urgency bugs we’ve read about this…
A bug this obscure, which involves doing things nobody would do on accident and which until now was not public knowledge, is likely not as highly prioritized as issues affecting people playing the game right this second.
I think because, at the time, it was a super low priority fix. A small handful of players knew about it. And Bungie was doing something about it. But because it wasn’t breaking the came at large, they weren’t finding anyone using it in-game, it was a “no harm, no foul” scenario.
It gets added to the queue behind the other game breaking exploits.

I live in a climate with extreme cold, snow and lately in summer, extreme heat. That doesn’t mean that it’s 24/7/365 shitty. More than half the year is great. And when you live in a place with lots of snow and cold weather, you tend to own clothes for that weather.

Yeah, this is definitely just one of those... this sort of thing just happens, sometimes. It’s clearly not being used ‘as intended’, but it’s not ‘breaking’ the game, either; it’s just a combination of perks/abilities that nobody tried during the testing phase. No, I wouldn’t expect Bungie to keep it in the game…
I’d say more likely that the combos were missed during testing, or were originally thought to not be as OP as they are apparently turning out.
