Not really. Natural selection filters down harmful mutations, and promotes useful ones. Of course, there's also artificial selection, like what we did to dog breeds, that are so extreme that don't even look like they could be from the same species.

Sorry, but yes, it does. Mutations whithin the same species still matter. At some point it may generate a new species, but smaller changes (like longer necks, or disease immunity) still count.
