In the books it's like a pheromone thing. So his voice over the phone wouldn't do it, you'd need to be in his presence physically. (But as @Lamashtar:disqus says, if you're already under his control, he can still control you through the glass/seal; it's only if you're not under that the room would protect you.)

I think what they may be trying to do is convey that these people are so commonplace and well-known nobody needs to say their names, if you know what I mean. They're just an accepted part of the world.

One of the things I find so well-done in this show is the constant use of doorways, hallways, and corners. Characters are always opening doors and walking through them, often with the camera set up to view them from inside the room or through the door. Strong, damaged female characters have been headlining urban fantasy novel series for years now. IMO this contributes at least a bit to the ability to sell a show like this now.
