I assumed that the idea was that each of them could have part of him or do something special with their shares. Like they could each honor him in their own way. Relatives/friends of the deceased often do each take some of the ashes to keep or dispose of in a way that has meaning to them.

I generally agree with your points, but I don't think it's so much that Ollie "let" Malcolm make off with the League, as it is that Ollie really really needed Malcolm's help and giving him the League was the only way to get it. I doubt Ollie was like, "Oh, hey, Malcolm, would you like to run the League?"
