Trucking boss here. Insurance company can’t really dictate his employment status. As to if there’s no penalty from me, it would depend on what caused this event. If the driver did something wrong, then yes, there’s going to be a penalty. If it was something beyond his control, then no.

They don’t need probable cause to investigate suspicious activity. All three of the incidents certainly gave rise to the reasonable suspicion standard. He was never arrested and/or searched, so I don’t know what your beef with the cops is here.

You almost certainly WILL fly it in the future. These bugs will get worked out. As the years go by, the NG’s will be retired. It’ll be tough flying anywhere and avoiding a 737.
