Ten times out of ten I would rather encounter law enforcement armed with batons over guns and I woukd absolutely take multiple contusions and a fracture or two because a cop decided I was ‘resisting’ rather than be shot dead for the same, or lesser offense. 

Not to mention that the greener, more socioeconomical options are laden with job opportunities. Retraining programs could functionally provide every potentially unemployed person with a modern, transferrable skillset, regardless of field.
