Sorry, any and all pipelines built past 2000 can absolutely be viewed as criminal. 

No one is saying they would be 100% liable. The arguement is for a portion of the profits from that investment to be earmarked for damage mitigation.

It IS a good idea, and I already happen to not live in the trashfire called the USA, but a progressive socialist EU country where major oil and gas companies see the writing on the wall and are diversifying very fucking quickly because they know their time is limited.
