Lots of studios do it. I don't think it's as much "knowingly putting out crap" as much as not giving the games the proper resources and attention/focusing resources on other primary projects (again, like Scalebound and Nier).

Development was handled on Platinum's end, but Activision could still dictate hard release dates and production budgets. Not sure if that was the situation but it could be one explanation.

Star Fox aside (Nintendo did the design for that game, from what's been reported), the rest were Activision games. It could have been a case that Platinum simply didn't have the time or resources to make those games as great as the rest of their library.

Hence why I noted "licensed games aside." It's a shame that - for whatever reasons - the Korra, Transformers, Ninja Turtles, and Star Fox games turned out mediocre, but I don't hold that against them as much since they're not original productions.

I would argue The Stranger and Glass Houses are both worth listening to all the way through.

Clover was great but PlatinumGames have been doing work. Maybe nothing as artistic as Okami, but Bayonetta and its sequel were fabulous and - licensed games aside - their other titles manage to nail the "stylish action" angle.

I'll be continuing my journey through Final Fantasy XV. I preordered it and meant it as a gift for my October birthday but the delay and a move left me unable to play until after Christmas. Having played the Platinum Demo several times, I will say the gameplay is what draws me to FFXV in the first place. It's like a more combo-oriented Kingdom Hearts. Switching between up to four weapons mid-combo has a lot of potential, as does the conversion of magic to a projectile weapon of sorts.
