This is correct. Too many men is called when the player entering or exiting play intentionally plays the puck while the other is on the ice. It even specifies that if they are accidentally struck by the puck there is no penalty.
The problem isn’t the rule, the problem is that these challenges encourage everyone to go over the replays like the god damned Zapruder film and apply the rules to them in the most narrow manner possible, instead of letting the refs use the rulebook and their own judgement to manage the game.

Disagree. I think it’s probably fair to say that a player playing well demoralizes more (since every fanbase is ultimately a minority) than a player playing badly, and while some may be shocked to read it, the opinions and hopes of New Yorkers aren’t fundamentally more important than anyone elses..
