Wilson is absolutely, at least in part, responsible for his helmet and thus the extent of his injury here. The whole point of the strap is so that if someone hits you hard enough that you lose your stick (like Wilson did here) you don’t lose the helmet too. 

If he didn’t live by the sword, I think people would be prepared to accept this. 

Referred to the police? I think of myself as being extremely progressive for a hockey fan, and I think pure intent-to-injure should be taken extremely seriously, but to me that looked like a(n extremely) big player delivering an otherwise clean hit on a player who’d just moved the puck.
