No. Sounds like they want Bungie’s software development tools. They have a ton of proprietary tech that goes into D2, especially on the server side. They mention it prominently in the press release. Big gain on the backside for their other studios.

Every time I read news like this I am scared we are going to some horrible dystopian future where all games are made by only 2 or 3 companies.  Combine this with stream services of games like Stadia,  and you would have something not very different than TV, where at each time everyone is limited to the same 100…
