Yes the OC Register report indicates that the USOC is in the process of pursuing a decertification, and that the bankruptcy could actually delay it. So this seems like it might be an attempt to fight it. A decision to dissolve under Chapter 7 would be a surrender, decertification would be irrelevant at that point.
