I think it’s because they’re white people living in communities with a whole bunch of other white people. When you’re living in such a closed community without much interaction with people who are different races/cultures from you, you see everyone as “other” and out to get you/infiltrate your “idyllic” community.
My understanding is that it’s both. Basically, it’s an over 100 year old infrastructure in places. And, much like the rest of the US’s aging infrastructure, it’s hard to tell what type of pipe is where.
