Then Xbox One wont be a target in Japan mainly due to its install base. They'd make more money on Wii U and PS4 versions than they would on a Xbox One version there. As for coming West, chances are it would be up in the air as to what happens.

Knowing Japan though, it will be a multi-platform release. Likely a 3DS or exclusive New 3DS version. Potentially a Wii U and PS3/PS4 release. Square wont put Dragon Quest on 1 console in Japan, especially one that is 1 million behind the Wii U. Square will monetize the shit out of it in Japan

Likely the actual size. The Wii version used a dual layer DVD. The cartridges for 3DS games can be made in up to 8gb varieties so meaning less space.

They can't upscale Wii games on the Wii U because of the way the "emulation" works
