It was a mix of improvements and character tweaks that occurred over the course of season two and culminated with the addition of Scott and Lowe, who fit in seamlessly. What's unfortunate, maybe, is the way this also coincides with Schneider leaving the show, so it's easy to say "it got good when Brendanowitz left,"

It became a COMPLETELY different show when Adam Scott and Rob Lowe show up with 2 episodes left in season 2 (though it starts getting funnier and better throughout season 2).

Yes! That's exactly it. He was grounded, which made him relatable, but also would have stood out like a sore thumb as the show became more cartoonish (in a good way). I think that's why Rashida Jones always felt a little shoe-horned in, too.
