Gamestop is far from one of the largest software retailers. Amazon and Walmart both sell way more games (specifically) and software in general. Gamestop is like 4th or 5th (at best) when it comes to software sales.

Why should SE be required to run all of their marketing partnerships by Gamestop?

Phones are ALWAYs broadcasting wireless signals, unless they are off (or in Airplane mode). Laptops might be broadcasting signals to a WiFi source. If they are connected to a 3G/4G device they would be broadcasting info through it to whatever receiver the cell provider has set up.
