Generally, “the winners have to be two different genders” means “vote for two different genders.”

It seems as if you’ve completely missed the point. Gender wouldn’t be a factor. That’s the point of using non-gendered language: you wouldn’t be limiting only men and women to enter the categories.
you’ve just created those categories within the new category in all but name.
Except for the fact that it does change something: non-binary and other gendered actors that don’t fit into the male/female binary can submit to the category without being forced to choose between “man” or “woman.” Which is the entire point of this article.
So to solve the problem of gendered categories, you suggest just not calling them gendered names but still use gender as a determination of who wins.
Or can say Chris Pratt suddenly decide he is non-binary for a better shot at winning an award when facing stiff male competition?
If the two winners can’t be the same gender what is the point of merging them into a gender neutral category?
This will be shot down because a lot of deals are tied to awards won, and having one acting category reduces the number of winners by half.
Increase the number of nominations, have two winners, and have a rule where the winners can’t be the same gender. Boom, fixed.
I mean, they are right. By dividing the categories into male and female, you automatically disqualify non-binary actors or force them to submit to a category in which they don’t agree with.
Apparently, she never heard of menopause.
I mean, I think we all know “Where Do We Go From Here?” but I’ll post it anyway, for anyone who hasn’t seen it:
I’m willing to bet that “Ryan Wilder” isn’t the actual name and the character will be an existing character.
How else do you plan to explain the character exiting?
Have the season start with “Bruce” killing Kane (off-screen if Rose doesn’t play ball on a cameo) and then have the first 2-3 episodes be a “Battle for the Cowl” type mini-event.
Carrie Kelly also became Batwoman, too, so it might be her.
Stupid, but true: It won’t be another character created in the past few decades because then they’d have to pay royalties to the creator.
I wouldn’t do the time jump (it would make things awkward if they do another crossover) and I would use the first episode to, basically, explain why Kate left Gotham just like her cousin. Probably because she realized that she can’t go to war with her own father and she’s too close to her sister to do what needs to be…
Also, it’s pretty easy to see what they are doing a new character instead of just recasting Kate Kane: so if they cast someone of a different race, it will still make sense. (Someone is obviously making sure they can totally cast Stephanie Beatriz, which I am totally behind.)
They should have her be Violet Paige, aka Mother Panic, from the Young Animal line. Not only is she a lesbian and violent vigilante, she also has an encounter with Batwoman where Batwoman recognizes herself in Violet.
