Slightly used M240 is the proper answer to this question. Ideally it would be an M2, but if you can’t find one in your budget go M240 with some upgrade.

Quarter sawn is actually more expensive because it’s more complicated and creates more waste, but it gives you a different grain pattern which is sometimes preferred.
