You need to reread what I wrote. No one is being attached to the horse. Quite the opposite. The rope is attached to the horse, then carried by the cop. You know, how a normal person leads a horse on a rope.

I still shake my head that the idiots making these policies thought that attaching the rope to the person while the officer rides the horse, rather than attaching the rope to the horse and all the people walk, was the better policy.
