It’s mostly stock value and assets. You can borrow money against those using them as collateral, or (more slowly) sell them off for cash, but they’re not money in of themselves. Bezos does not have $160 billion sitting in the bank.

Of course most rich people donations aren’t cash either, so it’s sorta a moot point.

It is certainly not liquid cash at hand assets.  

I take it to mean if the liquidated all his assets, sold everything he had, he would be worth $163 billion. Some of that money is tied up in property, stock shares, and rich things I’ve probably never heard of.
