I don’t disgree with what you said. But it seems that on the level of staffing involved in this story (a few individuals, at best), having local instance for EACH of the evenst would actually make more people involved, and thus complexify everything.
Honestly, I can’t image the pressure that having to track potential abusers around the globe can put. It’s a thankless job, made worse by the fact that these people are doing it for free, and with next to no levers of pressure on the offending individuals, save for “don’t allow this guy to compete, plz”.

Having a complex game is first and foremost a design choice. If you KNEW well in advance that your final product would be very complex and thus prone to have a lot of bugs, then that should have been factored in at the very start.
