A proposal like this has zero to do with the employment rate and everything to do with the government taking a proactive interest in the welfare of ALL of it’s citizens, not just the ones who line your pockets.

I really don’t know anything about it personally but I read Mary Roach’s fantastic book Grunt. She mentions in a chapter about this very issue that much of the military’s progress on this is due to research done for trans people. So I’d assume that if all goes well not much longer before it would be doable.
