If I’m not mistaken, it’s because the crash testing standard was different for pickup trucks from the passenger cars. And a rear bumper wasn’t required by law, and that’s why the SUV type vehicles were categorized as trucks to avoid stricter crash testing.  I may be wrong, but I think that’s what it was.
