If you’re targeting an industrial target, it’s not indiscriminately bombing. And honestly, I’m still not 100% cool with it, but this isn’t black and white, either, where killing 1 civilian makes you as bad as killing 1000.

On military targets, I don’t believe there’s any prohibition against it. It’s just nasty, and makes for bad PR.

Yeah, I see a lot of lives being saved in the middle of a Syrian city under Russian cluster bombs. No doubt Russia reestablishing power for the guy who started the war in the first place (Assad) will only lead to an outbreak of total peace.
