OK, I must have missed them. I was under the impression that they only talked about the trick of going between areas to get the respawning boxes. I didn't think they mentioned the Ration Seals at all, which allows you to purchase the resource packs for free.
I bought 3 of the most expensive resource packs even though I didn't really need them in the end. Only reason I got them was because I could get them for free from, get this, actually playing the game. Unless I am mistaken, I don't think any article Kotaku posted about the resource packs in Dead Space 3 mentions…

I think it would be interesting to sell the complete game for $60, then sell each part for (1/X)($60)+25(Y)%, where X is the number of parts the game is split up to and Y is a number more than 0 and less than or equal to 1 to hit a sweet spot. Then, give an option to upgrade for (1/X)($60)+15(Y)%.
