How about a third possibility: Unless they change the name, it's not inFamous 3. It's inFamous: Second Son. They could be using the same super-hero formula, in a separate universe, much like I gather Bioshock: Infinite is not part of the same world as Rapture.

Nope, Cole only survives the evil ending. The whole point of the good ending was sacrificing the few to save the many. Not only do the Conduits die, anyone who has the potential to be a conduit dies across the world.

With many people it seems they don't see PC as the platform anymore, it's Steam that has become the platform. If it doesn't come out on Steam, they aren't interested. For some people, it doesn't even seem tomatter if the game is worth playing.
