Hell, you could work a dozen villains in via cameo just with one scene of Blackgate and/or Arkham moving the camera from one cell to the next looking through the bars or windows.

Except that Marvel can get away with it, and everyone is okay with it; yet for DC it is one of the biggest criticisms of the films.
