In general, about government, I’d disagree with you. In the specific case of restrictive zoning, yes, government is the problem. San Francisco housing policy perhaps as poster child for how bad it can go. 

That’d be a cool ADU, and I’m all for smaller minimum lot sizes, reduced parking requirements, and allowing smaller SF homes.
