I like the "unless the retail customer is a nonprofit organization or a federal, state, or local government or agency" part... Why is it the government doesn't have to buy through dealers? Cost? I agree. In my Air Force days, I worked on some mobile projects. Ironically, the Air Force and DoD refused to use anything but Blackberry because the company had an inability to completely "secure" the device. I had the opposite problem when I was military. When I moved they made me cancel my service then signup again (at the time, AT&T had different regions and I was crossing them.)
