What happened? At first I was confused as to why anybody would circumcise a 6 year old.

Are you sure? I mean, constitution, yes. But how can they not pass legislation to clarify past legislation that they themselves made? If they make the laws, obviously they have some power to instruct courts how they should be interpreted.

Sure, but if they pass legislation that declares how laws are to be interpreted, what difference is there between that and amending or repealing previous laws? A legislature has the right (usually) to say "This is X" even if previous legislation says something completely different.

Er, what? Unless you're talking about federal law or the constitution, the legislature absolutely has the power to determine how courts interpret state laws. If a court interprets a state law in a way the legislature doesn't like, they can change the law.
