The problem is this form of speech would then be regulated in ways others arent. It's not illegal for a minor to buy or pay to see an R rated movie. This is a voluntary system agreed upon by those in the industry. Theaters found not in compliance are punished by the MPAA by revoking their ability to show/sell movies.
