This is why The Winter Soldier is such a great movie.

I won't disagree that there were slow/uneven spots. There were, and some plodding character moments as well. I think that the film overall gets panned unfairly. Then again, I am a really forgiving movie-goer, so perhaps I'm too easily entertained.

Maybe she'll be more of a chaotic neutral character more than an evil character. She doesn't see good/bad after awhile, just opportunities to do what she thinks is best, regardless of everything plot-related.
