It’s kind of in the article. The prosecutor appealed the sentence. He argued that the trial court had misinterpreted the sentencing law and the appeals court agreed. It was not a retrying of the facts, if thats whats confusing US readers. As far as I know most judicial systems have this (and the US too I believe).
