This song has been out for months. If no one had noticed that the location of the video was a courthouse where a lynching occured then it would have continued on it’s low charting trajectory.

Low income people in rural areas need cars to go to their jobs in cities they can't afford to live in. No one's building rail or bus service to low population density areas. No one's walking or biking 10-20 miles or more to get to work. Your plan is good for urban settings but does nothing to address issues elsewhere.

If there’s no modifier for miles driven then it seems like that setup would be unfair to those who don’t use their vehicles as often. To make sure that kind of revenue gathering brought in enough to pay for infrastructure repairs and expansions without keeping track of use it would have to be a relatively high rate.
