Gonna guess he was the recipient of a hair transplant a long time back, and they took oodles of hair from the back of his coif.... he probably has an insanely scarce amount of hair back there that has thinned with age and now you can see pure scalp.

If I had to guess maybe he shaves everything but the comb over parts so everything matches and you can’t see the hair layered underneath.
